Lost Passport Abroad: Emergency Guide for Indian Travellers
Step 1: file police report with reference number.
Step 2: contact nearest Indian Embassy/Consulate.
Step 3: apply for Emergency Certificate (EC) — 1-3 working days.

The EC allows you to fly back to India on a direct flight. Airline accepts it. Indian immigration accepts it on arrival.
